The kings of Israel weren't able to be perfect kings. They couldn't stop the idolatry or rebellion, they weren't able to lead their people in a way that followed the Lord's word correctly and as a consequence, they were unable to reap the covenant blessings of fruitful living in the land under God’s presence and protection. So, when the Lord provided prophets to the people and those prophets began to preach about a king coming who could rule the Land perfectly and eternally of course they were filled with hope. They wouldn't have to worry about the consequences of the sins of their leaders, they wouldn't have to worry about being led astray, and they could enjoy His perfect, eternal kingdom.
