Due to the rise of industrialization many house owners and employers ignored the working conditions the factories produced so as to maximise product. With most labor jobs being unskilled in nature, workers were easily replaced so if conditions were unsafe and a worker was injured, there was someone waiting to require the duty.

Their purpose is to form sure that employers are following safety guidelines and establishing benefits, hours. Labor unions were created so as to own better communication between workers and employers. As working conditions decreased during the Second age, the requirement for better communication and better working conditions were needed. As a result labor unions were created to permit workers some protections. Thus they were in thought that the use of force might stop the workers from joining forces in future.
