In 756 AD, Pepin the Short, King of the Franks invaded the country of Italy, by which Rome was freed from the Lombards and gave large regions of Italy to the Pope. With this the Papal States arouse and gave the papacy a power which was not in the hands of the papacy.

After this the Christianity goes spread to a large extent, and the spread of Christianity gave the Bishop of Rome a great religious as well as political strength.

After this Rome became the center of Christianity and crusades strengthened the papacy's position in the Church hierarchy.

Until the Rome was declared as the capital of the Kingdom of Italy it  was considered as the capital of the Papal States.
