Why does he recommend the above?
Theodore Roosevelt recommends the above because many well meaning people (who have conscience) have become victims of their own folly, committing unintentional acts of criminality because they didn't apply commons sense.
On the other hands, there were those who had no conscience but regardless of having commonsense also committed criminal acts.
It is easy to see that in both cases, the best thing to do is to have both:
- Common sense and
- conscience.
