Storm surge is caused primarily by the strong winds by the hurricane or the tropical storm. The low pressure of the storm has the minimal contribution! The wind was circulation around the eye of the hurricane (left above) blows on the ocean surface and they produces a vertical circulation in the ocean (right above).
Storm surge is an abnormal rise of the water generated by the storm, over and above the predicted astronomical tides. Storm surge should not also be confused with the storm tide, which is defined by the water level rise due to combination of the storm surge and the astronomical tide.
