An article and section which says nine (9) states are needed to ratify the Constitution in order for it to become legal is Article VII, Section 1.

What is a Constitution?

A Constitution can be defined as a set of formally written laws and principles which typically determines the power and authority of a democratic government, as well as guarantee the fundamental rights and freedom of her people (citizens).

Based on the historical records and information, during the legislation (debate) over ratification of the Constitution of the United States of America, two (2) opposing groups were formed and these were:

  • Federalist party: they supported ratification of the Constitution.
  • Democratic-Republican party: they didn't support ratification of the Constitution.

In order to make the Constitution of the United States of America legally binding, Article VII, Section 1 says nine (9) states of the then thirteen (13) states are needed to ratify the Constitution.
