In order for a White Male to be able to vote in all English colonies, he needed to be a Property Owner.
In the English colonies, voting was limited to only certain people in society. Women were not allowed to vote, and neither were Black people or Native Americans. Only White Males could vote for things like colonial assemblies and not all of them could.
The only White Males who could vote were those who owned property and so were wealthier than the average colonists. This continued till after independence until the various states outlawed it.
