The existence of the Soviets posed a question to US allies: accept US power as legitimate, or succumb to communism. The allies preferred the US, thus the US's role of containment legitimized US military force during the Cold War.
The US was bound by domestic democracy, so the President could not use military force without the support of Congress and the public. This put constrains on the use of military force, so the US was much less likely to use it arbitrarily or for predation.
International organizations, like NATO, meant that the US would consult its allies and give them the ability to influence and constrain the US's decision to use military force
