This is a Political cartoon by Dr. Seuss published during the World War 2, representing the events that were unfolding just before the beginning of the Battle of Britain.

The United States sitting on the tree saying "When he's finished pecking down that last tree he'll quite likely be tired".

Other trees were pecked down. They represent the countries that have already been taken over by Germany like Yugoslavia, Holland and Norway. The bird is now pecking away at England, representing that the Battle of Britain is beginning. Some policies start to change. For instance, neutrality acts and the good neighbour policy which was trying to keep the United States out of World war 2. President Roosevelt's thinking starts to change- the Land lease act and cash and carry plant- which are mainly related to providing arms and weapons support. Theodore Roosevelt and the author do not feel that the US should stay neutral.
