The reason for the inclusion of the Preliminary Statement is this:

  • To warn the American citizens of the dangers they stood to face in case they decide to deploy atomic weaponry. This is a sort of disclaimer that was meant to warn people of the wrong usage of these artilleries.  This statement explains the need for the development of these arms: "because of our special awareness of the possibilities of atomic energy for the advance of our civilization or its utter destruction."

Why was the Preliminary statement included?

The Preliminary Statement was included to warn of the dangers of the use of atomic bombs and other similar resources. While the statement acknowledged that these resources were designed for the protection and defense of the nation, it also helped readers to note that if used wrongly, these things could have very harmful consequences.

So, the goal was to canvass for a responsible use of the armoury that was being set up by the scientists. Since other developing countries were now manufacturing these things, it was only necessary that the United States also have their storehouse of atomic bombs for improved defence of their nation.
