The term Hispanic refers to people, cultures, or countries related to Spain, the Spanish language, or Hispanidad. The term commonly applies to countries with a cultural and historical link to Spain and to viceroyalties formerly part of the Spanish Empire following the Spanish colonization of the Americas, parts of the Asia-Pacific region and Africa. These are mainly countries of Hispanic America, the Philippines, Equatorial Guinea, and Western Sahara. In most of these countries Spanish is the predominant or official language and the cultures are derived from Spain to different degrees, combined with the local pre-Hispanic culture or other foreign influences.
This doesn’t apply to only Chile, but almost every country in Central and South America, (except Brazil, French Guyana, Suriname, and Guyana).
“Latino” means of Latin origin. This includes people from Spain or Portugal. So, since the colonizers of Chile were from Spain, and Spain is Latin in both Language and Ethnicity and Chileans have Spanish Heritage, this means Chileans are Latino.
Hispanic means you have origins from Spain. And, since Chile was colonized by Spain, this also makes them Hispanic.
This is why Mexicans, Argentinians, and almost every Spanish-speaking country are both, including Chile.
