They ensure one's entitlement to participate in the civil and political life of society and the state without discrimination or repression.
In other words, only someone who owes the applicant a legal obligation can be subject to a civil right's enforcement. In addition to these obligations, however, people are also subject to the law because of their citizenship. Civic duties and responsibilities are the terms used to describe these commitments.
