The tough-on-crime, law-and-order, and war-on-drugs policies put in place by Presidents Nixon and Reagan are largely to blame for the recent, sharp rise in incarceration. These measures were maintained by Presidents Bush and Clinton, who made them worse with Clinton's 1994 crime bill.
People of color make up over 60% of those who are incarcerated for drug offenses, despite the fact that drug use is prevalent across all races and ethnicities at comparable rates. Discrimination has devastating impacts on minority groups, severing family bonds and resulting in generational incarceration.
