When i look at this i think that they use leather to show that we have lots of cattle which can give Tourists that feel of the west. They brand in big bold letters to show that Texas is big and bold.

The authors of this logo most likely want us to think of the things that make Texas famous. Texas is famous for its cattle. In order to remind us of this fact, the logo appears to be printed on leather. Moreover, Texas is famous for its cowboy culture, and the style of the logo reminds us of the type of fashion cowboys wear.
