Courts with "general jurisdiction" are state courts. They take on any matter that hasn't been specifically chosen for federal courts. State courts interpret state statutes in the same way as federal courts interpret federal law. Laws are created and interpreted independently by each state. This keeps the federal government from gaining too much power while assisting the states in maintaining their authority. The federal court system was established by the framers, but it can only hear cases under specific conditions. This is referred to as "limited jurisdiction." The majority of cases that courts deal with on a daily basis are heard in state courts since federal courts can only hear certain types of claims.
