THE SPEAKER'S RIGHTS AND RESPONSIBILITIES- The Speaker is obligated to preside over the House and has all the powers and duties of the presiding officer. Speaker shall maintain order and decorum. The Speaker has the authority to order the evacuation of the lobby or galleries in the event of disruptive behavior or another crisis.
- Unless otherwise provided by rule or law, the Speaker has general control over the House Chamber, as well as the corridors, doorways, and rooms in the Capitol and State Office Building that are under the control of the House..
- The Speaker must affix his or her signature to all acts, addresses, joint resolutions, writs, warrants, and subpoenas issued by the House. The Speaker must sign all abstracts for payments made from funds appropriated by the Legislature to the House, but the Controller of the House must also sign for payments to be made. The Chief Clerk is required by law to sign all abstracts for member pay.
- The Speaker must select the Chief Sergeant at Arms from among the Sergeants at Arms chosen by the Committee on Rules and Legislative Administration or elected by the House. Alternatively, the Speaker may suggest the Chief Sergeant at Arms.
