A theory is a well tested, widely accepted explanation that combines several observations and hypothesis. A law is a statement about how something behaves or functions in the natural world. A law cannot be changed or replicated, and it is a factual statement. Theories are based on repeated experiments and experimental methods change. Sometimes these new methods provide new information and theories are changed or replaced.
Law is accepted as fact but a theory is not because:-
- A theory isn't speculation about what might be true. It is a set of propositions that seek to explain a particular phenomenon or set of facts.
- Laws describe phenomena that the scientific community has found to be provably true. They are based on all the mathematical equations.

The system of rules which a particular country or community recognizes as regulating the actions of its members and which it may enforce by the imposition of penalties.
What is a theories?
A supposition or a system of ideas intended to explain something, especially one based on general principles independent of the thing to be explained.
