You want to isolate the x so first add 5 to both sides.
[tex] \frac{4}{7} x-5+5=-13+5 \\ \frac{4}{7} x=-8[/tex]
Now you need to divide by [tex] \frac{4}{7} [/tex] but to divide a fraction you multiply the reciprocal.
[tex] \frac{4}{7}x* \frac{7}{4} =-8( \frac{7}{4}) \\ x=-14 [/tex]
