The general education policy is set by multiple levels of the government. The funding of the schools comes from federal, state and local governments, however, the state is responsible for setting up of the overall educational standards being maintained in public, private and home schools.

The federal government had the right to determine the standard of what educational institution need to make their students able to achieve.

The state and local government on the other hand, had the freedom to fully let the educational institutions employ the method that they see fit to educate the students, as long as they are passing the standard made by the federal government.
