“Would Charles I have had a different fate if he had been king of another country in western or central Europe? Why or why not?”

Most would agree that no, he would have suffered a different fate because there was an anti-monarchical streak in Europe.
Sovereign immunity is an interesting topic. If a country has high sovereign immunity, it becomes nearly impossible to remove the monarch from office. In the case of Charles I, the courts tried him for high treason. They claimed he was pursuing personal interests in place of the country's.

In another country with higher sovereign immunity, Charles' execution would never had occurred.
