They might have labeled him with Autism, possibly. They are reluctant because they don't know if it's Ben being a late bloomer or a mental disability. We all learn at different pastes, some faster than others and some slower. Fun fact: Albert Einstein didn't learn to speak up until he was around 4 years old. So it's different to label a child who can't speak since they themselves are developing.
