An effective resume is oraganized by topic.
You want your resume to be able to read and follow. You should have your education, job experience, volunteer experience, awards, etc... in separate areas in your resume. A resume should only be 1-2 pages and don't always need a personal statment. If you do choose to include a personal statement it should be a few lines long and should help sell yourself to the employer. Many people don't include a personal statement if they also send a cover letter.
