Network, screen resolution, and volume configurations can all be controlled in the Control Panel on Windows computers. As far as frozen applications, this is best to control through Task Manager, where you can cancel and force close frozen tasks and applications if they're not responding. This is also something you can access through the Control Panel.
As far as virus issues, this is best aided with Windows Defender + firewall + some 3rd party software on Windows computers. While WD and firewall can be configured in CP, you can't use the CP to help get rid of existing viruses. So, I would say that the first three are true and the fourth is false.
