People learn from experience, so if an individual makes important decisions frequently then they are bound to pick up a few things from the problems they encounter. Instincts are things that sort of come naturally in response to a certain stimuli, for instance one's "fight-or-flight" response. With that being said, an individual can become accustomed to making decisions, but I do not think that solving problems is an instinct since you have to really think about the situation at hand in order to respond.

Mystics: Mystics rely on their instincts to make a decision. Rather than evaluating a problem logically, they tend to trust their intuition.
