That people should have a voice in politics and what goes on... OR it could be All citizens who had something to say about changes or opinions about the city would go to this place and voice their opinions to the council or government... and that's where we adopted City Halls for meetings and stuff like.. But we initially developed our system through Ancient Rome and Ancient Greece..
