He improved on the laid down Sumerian and Akkadian laws. His laws followed the if...then pattern.

People who flouted the laws were to be punished. Some of his laws include;

killing an accuser who cannot bring proof to support his accusations,

killing and hanging a person who broke into another's house,

a trader returning the capital sum that was given to him for a venture in case he encounters loss.
