I think it was the U.S. Federal - Health and Human Services Department, or where they the ones who said it was effective? Hmm, I forgot.
I believe it would be  New Jersey state Assembly and Labor, Health and Human
Services, Education and Related Agencies Subcommittee
The Syringe exchange programs allow basically all people to obtain a syringe at basically no cost at all. Those departments above fear that this program might make children think that the government is encouraging/Facilitating the use of illegal drugs
