The crime of bribery occurs at the moment that the money exchanges hands. In reality, both parties in the scenario (Mia and Nevin), could be charged with bribery. Bribery is the offer and acceptance of something valuable in order to alter an outcome, resulting in corruption. Mia offered and Nevin accepted, making them both guilty of this crime.
