There are several characteristics that both Penelope and Odysseus share. For example, both characters are witty and clever. Odysseus displays this throughout his journey, such as during his encounter with the cyclops. Penelope shows it in the way she is able to deceive her suitors for a long time.
Both characters are also committed to each other. This is shown by the fact that Penelope does not remarry, and Odysseus constantly tries to get back to Ithaca.
Finally, both characters are respectful of the gods and of Greek customs. This causes them to generally be favoured by them as well, as shown by the fact that Athena tries to help both characters through their struggles.
