The Hutus and Tutsis were not having any problems and were living and working together. The Belgium government started a class hierarchy that caused the Hutus to be ranked lower than the Tutsis. This class hierarchy caused a major conflict and resulted in the 1994 Rwandan Genocide. The Tutsis were massacred by the Hutus.
