This situation is a formal situation because she is looking for a volunteer opportunity, which the same as seeking employment. Because the outcome is a position with the animal shelter, simply looking on the website would not be enough because it is possible volunteer opportunities are not posted. Too, even if there are no possibilities available, a letter (or email) is a great way (and the most appropriate) to have the hiring manager become familiar one seeking employment--paid or volunteer. This way, if a volunteer opportunity opens in the future, the shelter may be the one reaching out to her.
Additionally, a text message is too formal and should be reserved for situations not requiring the formality of professionalism. And, a memo would not be appropriate because memos are communication sent within a company or organization. As such, it would not technically be possible for her to ever a send a memo were she not already working there.
