The answer is: only for drivers under 18

The numbers shows that drivers under 18 made up the largest portion of total collisions in united states (almost 30%). It is shown that young drivers under 18 are much more likely to drive under influence of substances, distracted with gadgets, or driving above speed limit. All of these numbers contribute to the large numbers in collisions.
