A. This sentence has two independent clauses (pieces of the sentence that can stand on their own) so it needs a semicolon in the middle.
The two parts are:
Water is not everywhere (subject: water, verb: is)

and

it's miles away (subject: it, verb: is)

In order to combine these you have 3 options.
The first is to put a period after everywhere and then start a new sentence with It's. 
The second is to add a comma and conjunction. for example:
Water is not everywhere, and it's miles away.
The third is to add a semicolon in between both clauses:
Water is not everywhere; it's miles away.
