The answer is D. Individuals that can become naturalized citizens are those who are born outside the United States to parents who are not citizens of the United States. Basically, a naturalized citizen is being born an alien but has lawfully become a citizen of the US under its constitution and laws. 

People who are naturalized have all the same rights as of a natural born citizen except that they are not eligible to run or even become the president or the vice president of the United States.
