The answer is B because in U.S history it shows that the articles of confederation was a weak government and the citizens wanted a stronger government that could aid(help) them in a better way.

I believe the answer is: B. weak

The main problem in the Article confederation is that it does not specify federal's Government supremacy over the states government. Which make the federal Government did not have enough legal ground to punish and control the states in case they're contradicting the Federal government's order.
