The Lend-Lease Act was "c. A policy allowing the president to provide arms to certain foreign countries," since it involved the United States lending Britain war materials for use against Germany, without the US having to officially enter the War (since feelings of isolation were very strong in the US until the Japanese bombed Pearl Harbor).
