Well to first off point out, it doesn't matter the penalty of sentence that would make it so deterrent to a person. What matters would be the person behind the crime and their sense of how fair they think a penalty really is in their mind. So in all honesty there isn't really a specific answer to this, but in my opinion I'd just choose:
A. the death penalty
