The answer for the question is that; A year of drought followed by four years or above average rain. From the graph the population of Finch decreased towards the first year then increased towards the second, third and the fourth year as the rainfall increased. Increase in rainfall increases the finch population. The graph shows a dip in the finch population during the first year, and then an increase in the following two years until a recovery back to the average of 1000 finches by the fourth year. If the finch population is correlated to rainfall, then we can conclude that rainfall was below average during the first year and at or above average for the following years.
