To describe the graph (see attachment), we do the following

Count the number of points at the top
Count the number of points at the bottom

There are 4 points at the top, and 3 points at the bottom.

The number of points at the top represents the number of rotations by the wheel.

Hence, the Ferris wheel will rotate 4 times.

The number of points at the bottom indicates the position of the Ferris wheel. The points at the bottom (3) is not equal to the points at the top (4), this means that the wheel is at the bottom, because the wheel will complete a rotation when both points are equal.
