I believe the answer is: checks and balances
For example, in order to override the decision made by the executive branch, the legislative branch could conduct a vote that nullified the proposed legislation, as long as they managed to obtain 2/3 of the votes. The judiciery could prevent the legislation from being created by ruling it as unconstitutional.
Checks and balances is a concept of the Texas constitution that states that each branch of government is assigned power to limit abuses by the others.
