I completely disagree with this statement. When it came to the fear of communism to the united states they were in mass hysteria. It looked like the Salem witch trials where they would blame everyone and anyone of being a communist. The birth of McCarthyism happened where people would run smear campaigns accusing people of being communist without actual proof. The accused were then blacklisted and some even lost their jobs because of this. This was all called the red scare. the red scare also led to unnecessary competitiveness between the soviet union and the united states. Everyone tuned in for the Olympics, arms race, and space race. All of which spent millions of dollars. none of this protected america from communism since it was an ideological stance of how the should work and took complete control of the government by one branch. this is impossible since the constitution prevent this with checks and balances. more than half of Americans at that time didn't even know what communism was.
