Perimeter just means the total distance of all sides. So you have to add up all those sides:
2xy+(2x+y)+(3xy+y)+(3xy+y)+(2x+y)
You can only combine expressions with the same set of variables, so:
8xy+4x+4y
If you wanted, you could distribute out the same terms:
4(2xy+x+y)
