The manager has more trouble staffing the store during those hours when the average arrival rate is higher using Poisson distribution because when the same number of customers come each hour it is easy to estimate the average rate hence easy to fit Poisson distribution with a certain parameter. But when the average arrival rate of customers is higher than normal then it is not easy for the manager to standardize the Poisson distribution with a certain constant rate parameters i.e.\lambda.
