Under the 12th amendment, If no candidate receives a majority of electoral votes for president, the House of Representatives meet together and elect the president. 

If no candidate receives a majority of the electoral votes for president, the president is then determined by the House of Representatives.

This amendment, passed in 1803, has been somewhat controversial in America's history. For example, even though Andrew Jackson received the most electoral college votes in the election of 1824, he did not recieve enough to become president. This meant that it went to the House of Representatives. After a shady deal between John Quincy Adams and Henry Clay took place, Clay convinced the House to vote for Adams instead of Andrew Jackson. This was deemed the "corrupt bargain" as Adams would indeed become president even though he had less popular votes and less electoral college votes than Jackson.
